Rachel Hagenbaugh, MSN-ED, RN, PHN, CWOCN, NEA-BC serves as Chief Nurse Executive at Sutter Tracy Community Hospital, where she provides strategic leadership to advance clinical excellence and patient-centered care. With more than 27 years of dedicated service at Sutter Health, Rachel has built a distinguished career marked by innovation, compassion, and a steadfast commitment to improving outcomes for patients, families, and care teams. Throughout her tenure, Rachel has held progressive leadership roles that span acute care, education, and specialty nursing. Her expertise as a Certified Wound, Ostomy, and Continence Nurse (CWOCN) has formed her holistic approach to care delivery, emphasizing prevention, interdisciplinary collaboration, and evidence-based practice.

Rachel is deeply committed to empowering nurses through professional development, mentorship, and shared governance. She champions initiatives that foster clinical excellence, enhance the nursing practice environment, and support a culture of continuous learning. Her leadership reflects Sutter Health’s mission to caring for our patients first and our people always.

Rachel earned her Master of Science in Nursing Education (MSN-ED) and is currently enrolled in the DNP-ENL program at Baylor University. She has served as nursing faculty at several universities, as a legal nurse consultant, and as a subject matter expert for published nursing skills.  She also serves as a Board Member for the Boys & Girls Club of Tracy.  Her contributions to Sutter Health and the community exemplify the values of integrity, curiosity, and teamwork that define nursing at its best.
